Gambaran Penerapan Program Pos Upaya Kesehatan Kerja (UKK) Pada Pekerja Sektor Informal di Kabupaten Banggai

Description of the Implementation of the Occupational Health Effort Post Program (UKK) for Informal Sector Workers in Banggai Regency

Abstract

Kesehatan adalah hak dasar bagi setiap manusia khususnya pekerja, upaya kesehatan kerja perlu dilakukan demi keselamatan para pekerja tidak hanya untuk pekerja formal saja, pekerja informal juga perlu mendapatkan upaya kesehatan kerja. Fenomena sektor informal mengalami perkembangan dengan cepat khususnya di daerah perkotaan selain itu pekerja sektor informal belum mendapatkan pelayanan kesehatan yang memuaskan. Salah satu bentuk perhatian pemerintah dalam penerapan K3 pada sektor industri informal yaitu Pos Upaya Kesehatan Kerja (UKK). Tujuan penelitian ini mendapatkan gambaran penerapan program Upaya Kesehatan Kerja (UKK) di Kabupaten Banggai. Jenis penelitian ini merupakan survey deskriptif dengan instrument penelitian mengacu pada Permenkes No. 100 Tahun 2015 tentang Pos Upaya Kesehatan Kerja Terintegrasi pada 15 Pos UKK di Kabupaten Banggai yang tersebar di 10 Puskesmas. Hasil penelitian ini menunjukkan persyartan pembentukan Pos UKK di Kabupaten Banggai secara keseluruhan telah sesuai, jenis kegiatan Pos UKK di Kabupaten Banggai cukup sesuai, sistem rujukan Pos UKK di Kabupaten Banggai cukup sesuai, ketenagaan Pos UKK di Kabupaten Banggai cukup sesuai, sarana dan prasarana yang dimiliki Pos UKK di Kabupaten Banggai sudah, pendanaan Pos UKK di Kabupaten Banggai sebagian cukup sesuai dan sebagian tidak sesuai, pencatatan dan pelaporan Pos UKK di Kabupaten Banggai sesuai dan Pos UKK di Kabupaten Banggai yang aktif sebanyak 2 Pos UKK, kurang aktif sebanyak 10 Pos UKK dan tidak aktif sebanyak 3 Pos UKK. Kepada pemerintah khsusunya Dinas Kesehatan setempat memberikan dukungan dan perhatian lebih terhadap program kesehatan kerja. 

Health is a basic right for every human being, especially workers. Occupational health efforts need to be carried out for the safety of workers, not only for formal workers, informal workers also need to get occupational health efforts. The phenomenon of the informal sector has developed rapidly, especially in urban areas, besides that informal sector workers have not received satisfactory health services. One form of government attention in the application of K3 in the informal industrial sector is the Occupational Health Effort Post (UKK). The purpose of this study was to get an overview of the implementation of the Occupational Health Efforts (UKK) program in Banggai Regency. This type of research is a descriptive survey with research instruments referring to Permenkes No. 100 of 2015 concerning Integrated Occupational Health Efforts at 15 UKK Posts in Banggai Regency which are spread over 10 Community Health Centers. The results of this study indicate that the requirements for the formation of the UKK Post in Banggai Regency as a whole are appropriate, the types of activities of the UKK Post in Banggai Regency are quite suitable, the UKK Post referral system in Banggai Regency is quite suitable, the staff of the UKK Post in Banggai Regency is quite suitable, the facilities and infrastructure owned UKK Post in Banggai Regency has, some UKK Post funds in Banggai Regency are quite appropriate and some are not suitable, UKK Postal recording and reporting in Banggai Regency is appropriate and UKK Post in Banggai Regency is active as many as 2 UKK Posts, 10 UKK Posts are less active and 3 UKK posts were inactive. The government, especially the local Health Service, provides more support and attention to occupational health programs.
